ASTM F963:2023 Standard Consumer Safety Specification for Toy Safety

ASTM F963:2023, titled “Standard Consumer Safety Specification for Toy Safety”, is a pivotal standard developed by ASTM International. It is designed to comprehensively address the safety of toys intended for children under 14 years old. This standard meticulously covers a wide range of safety aspects, from the quality of materials used in toys to prevent exposure to harmful substances, to physical and mechanical characteristics like ensuring no sharp edges, projections, or small parts that could pose choking or injury risks. It also includes requirements regarding flammability, electrical/thermal energy, and the proper functioning of various toy components such as folding mechanisms, hinges, and cords.​

The 2023 version of this standard brings significant updates. It aligns with federal and U.S. Consumer Product Safety Commission regulations on aspects like phthalate content, heavy elements exemptions for toy substrate materials, and tracking labels. Additionally, it has made revisions to specific toy categories. For instance, in battery – operated toys, it enhances safety measures related to battery accessibility and battery compartment attachment; for sound – producing toys, it updates noise level requirements; and for projectile toys, it introduces new testing protocols. These updates aim to adapt to evolving toy manufacturing techniques and better safeguard children’s well – being during playtime.
